Arbiter: The Empress III is an antagonist in Azur Lane. She is a major Siren with a shark-themed appearance. Not many things are known about her. She only appeared at during the end cinematic of the Ashen Simulacrum event, claiming she has already witnessed the end of humanity (Chinese and English servers only; in the Japanese one, her line is just "...").
